Which is why the actual work of rodent removal is a survey. Not a treatment plan — a survey, of every point where the exterior shell of your building is discontinuous. Utility penetrations, thresholds, roof line junctions, vents, foundation cracks, and the dozen places where two building materials meet and don't quite seal.
Most properties have more than people expect. It's normal to find six or eight genuine openings on an average house, several of them in places nobody has looked at in years — behind a shrub, above a soffit return, under a deck, where a cable enters a wall.

Materials that resist gnawing: copper mesh, stainless wool, hardware cloth, sheet metal, and mortar or cement-based fillers.
Expanding foam alone, steel wool that rusts, plastic sheeting, tape, and caulk on its own. Foam has a legitimate role as a sealant around mesh or metal. It has no role as the barrier itself — a mouse is through it in a night, and it's the most common thing we find where somebody has already "sealed" a property.
If a pencil fits, it goes on the list. If a thumb fits, it's a rat-sized route and it's a priority.

Rodents contaminate surfaces and stored food with urine and droppings continuously as they travel — along every route, not in one place.
Droppings, urine, and nesting material are associated with several transmissible diseases, and dried droppings disturbed into the air are a specific exposure route.

Food. Pet food left out or stored in a bag, birdseed, fallen fruit, unsecured bins, grills, compost, and grain or seed in a garage or shed. Rodents need very little, consistently.
Water. Leaks, condensation, pet water bowls, and standing water near the structure. Rats need a reliable source; mice get much of what they need from food.
Harbourage against the building. Firewood against walls, dense ground cover at the foundation, ivy, clutter in garages and crawlspaces, and stored cardboard — which is shelter and nesting material at once.
Rodents don't cross open ground willingly. Dense planting, wood piles, and stored items directly against a wall let them work the shell of your building unobserved, testing every opening at their leisure. Clearing a band along the base of the structure is one of the most effective free interventions there is — and it also makes the survey easier and the seals inspectable.
Found by sound, and by then insulation is usually soiled along runways. Entry is at the roof line, so exclusion involves ladder and roof work — the part of the quote that varies most between contractors, and the part most often left out. Gnawed wiring warrants an electrician's eyes.
Found by droppings and sightings. Entry is usually low — under doors, at utility penetrations, and around cabinetry bases — and the population is exploiting a food source directly. Removal is faster; the sealing is finer and more detailed.
Frequently go unnoticed. Vents, hatches, and foundation gaps are the routes, and moisture is usually part of the story.
An unsealed vehicle door and a side door with a worn sweep, connected directly to the house — and frequently full of stored cardboard and birdseed.
